Faridabad, 9 August (Naveen Gupta): Labour laws need to be consolidated, updated and clubbed into a few laws to regulate the labour matters – said Mr. J.P. Malhotra in his Presidential Address at the One Day Workshop on “Labour Laws – What A Supervisor Should Know” organised by Haryana State Productivity Council on 8th July, 2016. There are so many Acts coupled with Rules, Notification and Circulars which were framed back as back as 1947. Managements of Industrial Enterprises should be equipped with the latest information on laws that govern the enterprises. Outdated provisions should be scrapped and irrelevant references deleted if Ease of Doing Business means Business for the Authorities.
Sh. H.S. Malik, Chairman Child Welfare Committee, Govt. of Haryana in his Inaugural Address advocated the compliance of JJ Act and not to employ Child Labour in the organisations. It is the responsibility of Management to ensure safe working conditions for all sections of employees. Female employees need extra care against harassment and safe work environments. Mr. Malik outlined various provisions of JJ Act factoring industry or any other place of work and advised the participant companies to divert CSR funds for the welfare of society.
Sh. G.C. Narang, Imm. Past President HSPC in his observation gave practical tips to the participants how to handle grievances and adopt parental approach to problem solving. Laws are in place to guide and provide a framework. The officers and management need to solve the labour issue.
Sh. H.L. Bhutani, Sr. Vice President HSPC in his opening remarks spoke about Apprentice Shop Act and threw light on Role of HSPC. Thanking the managements of participant sponsoring companies, Sh. Bhutani remarked that Training and Updation of Labour Laws enables hassle-free productive work.
Mr. J.P. Malhotra, President HSPC in his interjection advised the participants to be open in communication to employees. Provisions of Laws and Rules need to be understood and compliance ensured before going for additional facilities and perks but Minimum provisions of Labour Laws must be met with. Working within the framework and regulation of Labour Laws, Productivity of the enterprises gets enhanced and cost to company gets reduced.
Sh. A.N. Sharma, noted Labour Consultant lead the Faculty with Sh. Harish Sharma, Astt. Labour Commissioner, Govt. of Haryana and Sh. S.S. Chauhan, Ex Addl. Labour Commissioner conducted the full day workshop in very professional way and explained all 14 Acts that govern the Industries. Provisions and practical case studies were taken up by the Faculty giving insight on applicability of provisions of Labour Laws. Lively interactive conduct of Q&A during the course of their presentations offered golden opportunity to the participants to clarify and remove doubts in implementation of Labour Laws. Philosophy of solving Industrial disputes is FACT, TACT and ACT.
Mr. Sanjay Wadhawan, HSIIDC Sector 31 wanted the Govt. to involve skill development in their training. Sh. Bechu Giri, Gen. Secretary HSPC proposed Vote of Thanks to the participants and management who have deputed them to such a valuable workshop. The Aim of President J.P. Malhotra and HSPC is to empower and educate the HR Professionals with the provision of Laws. Mr. Bechu Giri opined that it is mutual faith and confidence between the employers and employee which can lay foundation of trouble free work environment. The most practical and participative workshop was attended by 35 HR Professionals drawn from reputed organisations such as Whirlpool, Securico Electronics, ESKO Die Casting, Indo Autotech, HGI Automotive, Production Aids & Consultants. Gupta Exim, Elofic Industries, The Printer House, Sidwal Refrigeration, Cenlub Industries, Kartik Electronics, Sai Security Printers, Bhartiya Valves, Rebbon Isosystems, R.M. Tools, Sterling Tools, Havells, HH Interior and Auto Components, Rinku Rubber Industries, Wings Automobile, Ess Gee Industries. Prominent among those present were S/Sh. Vijay Raghavan, C.V. Rao NPC, P.K. Singh, Udham Singh, K.K. Nangia, Amar Nath Sharma, Vivek Sharma, Kuldeep Bisht besides members of HSPC and media.
