Faridabad, 25 May (Naveen Gupta) :Dr. Aditya Dahiya, IAS, Commissioner, Municipal Corporation, Faridabad said that upon Faridabad being shortlisted as one of the Fast Track cities for Smart City by Ministry of Urban Development, Government of India, the Municipal Corporation, Faridabad started functioning in the preparation of upgraded/revised Smart City Proposal (SCP) through its Consultants and has got prepared the SCP after having citizen consultations through various means, collecting necessary details and series of meetings with the officers of different Departments of Faridabad. The said upgraded SCP after having been approved by the Inter Departmental Task force Committee constituted by the State of Haryana in its meeting held on 1-4-2016 under the Chairmanship of Deputy Commissioner, Faridabad, was examined and approved by the State Level High Powered Steering Committee in its meeting held on 8-4-2016 under the chairmanship of Chief Secretary to Government Haryana.
Commissioner, MCF further said that while preparing the SCP, the deficiencies, pointed out by Ministry of Urban development, GOI with regard to the Smart City Proposal earlier submitted by Municipal Corporation, Faridabad have been duly taken care of and the present revised/upgraded SCP was improved and upgraded not only with the ideas, visions and views of the residents of Faridabad but also with the valuable suggestions and ideas given by the members of the Inter Departmental Task Force Committee and the State Level High Powered Steering Committee during their meetings held on 1-4-2016, 8-4-2016 and 19-4-2016. The main components of the upgraded SCP, amongst others are:-
- Vision Statement – Faridabad aspires to be an innovation hub for manufacturing by leveraging its economic strengths and transforming itself to a cleaner, greener city by introducing smarter way of living.
- Area Based Development Proposals – For this, an area of 1267 acres of land is proposed to be retrofitted, attracting the areas of residential, commercial, institutional, industrial, slum and urban villages, has been focused maximum footfall near Railway Station, Metro Station and Bus Stand falling in the central part of Faridabad. The main components having been taken in the Area Based Development Proposal are:
- Smart Urbanism
- Proposal of a Transit Oriented Development (TOD) along NH-2 & Metro corridor.
- Multimodal Hub connecting Railway Station, Metro Station, Bus Terminal, IPT and multi-level car parks.
- Smart Urban Village and Slum Retrofitment
- Development of open air gymnasium
- Smart Mobility – Sustainable Urban Transport Project has been proposed specifically focused on the integration of land development and public transportation investments to implement the concepts of :
- Comprehensive non-motorized transport (NMT)
- Public Bike sharing (PBS) scheme
- Provision of barrier free footpaths and raised pedestrian crossings.
- Provision of segregated and un-segregated non-motorized transport routes, intelligent traffic management system, synchronized traffic signals, Intelligent multi-level car parking, smart signages and markings, smart Auto/Taxi/E-Rikshaw Stands and provision of Flyovers
- Provision of sky walkways
- Smart and Sustainable Civic Infrastructure
- Badkhal lake rejuvenation and its development by re-using wastewater from decentralized STP to encourage tourism activities and re-development of Barahi Talab having attractions of crafts bazaar-barahai haat, open air food court, wi-fi zone, Amphitheatre and also space for conducting various events such as music concerts, drama etc. to increase revenue and provide a means for livelihood for craftsmen to sell their wares.
- Rain water Harvesting and waste water recycling.
- Leak management of pipes and fittings.
- Smart metering.
- SCADA based monitoring of water supply and sewerage network.
- Revamping of sewerage and storm water drainage network.
- Provision of Smart toilets
viii) Solid waste and zero waste management
- Assured electricity supply with 10% from solar energy
- Underground cabling, Solar rooftops and LED street lighting
- Wifi enabled zones and smart kiosks
- Development of ‘In My Street App’ enabling citizens to report street problems.
xiii) Development of Air Quality Monitoring App
- Pan City Solutions
- i) Area Traffic Light Control System – Intelligent real-time dynamic traffic control system, CCTV cameras, Air Quality Sensors.
- ii) Smart Parking Management System – Mobile apps/web-portals to provide real-time information to citizens about location wise and time wise parking availability to better modal and to reduce congestion.
iii) Passenger Information System and Journey Planning – Mobile apps/web-portal to provide information about bus arrival to enable commuters to plan their journeys from origin to destination using multiple public transit modes across Faridabad.
- iv) Traffic Rule Violation Detection System – Violation detection and challan generation system to be integrated with existing online payment system of challans and digital records of vehicle ownership.
- v) E-vehicle module – Enable E-rickshaw charging stations to promote use of e-rickshaws & reduce pollution. GPS tracking of e-rickshaw, promotion of NMT through provision of cycle tracks; section improvement along NH-2 corridor, user apps to indicate carbon emissions by choice of mode of travel.
- vi) Faridabad Traffic & Transit operations & mgmt centre – 24×7 operations centre built on a data integration platform for traffic monitoring and control, signal control, parking pricing control, accident hot-sport analysis, alerting and incident management.
The final upgraded Smart City Proposal (SCP) was submitted to the Ministry of Urban Development, Government of India and the same has achieved the benchmarks set by the winning cities after evaluation by panel of experts. Thus the Faridabad has been declared as one of the winners of Fast Track Smart Cities competition thereby approving the proposal of Rs. 2601.01 crore
